Oregon CNA certification: stay active, lapse, and transfer rules

Oregon rebuilt this system on January 1, 2026 (HB 3044). Practice hours are NO LONGER required for renewal: a certificate is valid for two years from the date it is issued, and renewal requires the application, the Division 2 fees, a state records background check, and 2 hours of cultural competency education within the past 48 months (OSBN Competency Requirements page; Division 62 text as filed in OSBN's 2026 rulemaking). Older pages describing a 400-hour work rule and a birthdate expiry describe the pre-2026 system.

Is my certification still active?

If you have never worked for pay since certifying, use your certification date.

Checked in part: most of Oregon's rules were confirmed on primary sources on October 22, 2026, but a few details could only be confirmed in part. Where a figure is marked "not published," use the registry link on this page to confirm — we would rather show you the gap than fill it with a guess.

Changing soon: Oregon modernized its nurse aide rules effective January 1, 2026 (HB 3044): practice hours ended, the 2-hour cultural competency education became the renewal competency, and Division 62 was still in rulemaking during 2026 — re-verify the final adopted text at launch.

If your Oregon certification has lapsed

The cheaper route — while it lasts

Expired 90 days or less: late renewal/reinstatement through the Oregon Nurse Portal. Expired more than 90 days but no more than 2 years: reinstatement — application, fee, national fingerprint background check, and the 2-hour cultural competency requirement. No exam is required inside this tier.

Past that line

Expired more than 2 years: reinstatement PLUS passing the competency examination. Fail the exam and you must complete a Board-approved training program before retaking it (the re-entry route, OAR 851-062-0072). If you cannot meet the reinstatement requirements at all, re-entry is a Board-approved training program plus the exam within 1 year.

Oregon's rules changed on January 1, 2026 — treat any page (including older versions of this one) describing a birthdate expiry or a 400-hour renewal work rule as stale. OSBN was still adopting the final Division 62 text during 2026, so confirm the current rule on OSBN's site before acting. One number we will not print as settled: the training standard. The codified rule text (OAR 851-061-0090) says 155 hours (80 classroom/lab + 75 clinical), while multiple OSBN-approved programs in operation run 105 hours (37 classroom + 28 lab + 40 clinical). The Board's rule and its approved programs disagree; ask OSBN which applies to you.

Transferring INTO Oregon

Application fee: Not published — confirm with the registry. Under the codified endorsement rule (OAR 851-062-0050): proof of OBRA-meeting training sent directly by the issuer (certificate with completion date and classroom/clinical hours, or verification on official letterhead), primary-source verification of active out-of-state CNA certification, and a fingerprint background check. Applicants who cannot satisfy these must complete a Board-approved program and pass the competency exam within 1 year. OSBN's 2026 text treats an active out-of-state certificate as proof of passing the exam and does not carry the old 400-hour endorsement work rule — re-verify endorsement under the final 2026 text before relying on it. Work-history requirement: Secondary sources state endorsement also requires 400 hours of paid CNA work in the past two years, with an exemption if certified less than two years; this work condition was not re-confirmed on an OSBN page in this pass.. OSBN's current fee schedule could not be confirmed for the endorsement fee in this sweep (older schedules listed $60) — the fee is shown as not published rather than guessed. A separate fingerprint fee is paid to Fieldprint.

The table below is computed for an active aide in good standing, trained to the origin state's standard hours. Your own hours or status can change your row — run the transfer checker with your real facts.
